Two things to notice. Engineering is the biggest line everywhere — roughly two thirds once you add ScienceSoft's back-end and front-end together — so “can we save on design” is the wrong lever; design is 20–25% and it is what makes the engineering hours land on the right screens. And QA is 10–25% on every published split. A quote with no QA line has not removed QA; it has moved it into your first month in production.

Two cautions when you use a rate table. Individual rates and agency blended rates are different numbers — an agency's blended rate includes design, QA and management, so it sits above the engineer-only figures here. And rate tells you nothing about seniority: a $40/h senior in Pokhara and a $40/h junior in Warsaw produce very different products. Custom software vs off-the-shelf: when is building cheaper?
Building is cheaper when the workflow is the business and the seat-based tools you would otherwise pay for don't fit it. Buying is cheaper when the job is commodity — email, CRM, docs, support desk — and the tool does 90% of it out of the box. Gain Solutions frames it as higher initial cost that “can be cheaper over 3 to 5 years”; the honest way to test that for your case is a 5-year comparison you can do on one line:
- Buy: seats × monthly price × 60 months, plus the workarounds (spreadsheets, manual steps, a second tool) that the misfit forces.
- Build: the first-version price, plus 15–20% of it per year × 5 for maintenance, plus infrastructure and third-party fees.
For a Standard-tier build at $30k, five years of ownership at the published maintenance rates is roughly $52k–$60k before infrastructure. If the tools you would replace cost your team more than that over the same period — or if the tool cannot do the one thing your customers pay you for — build. If not, buy, and put the money into the part of your product that is genuinely yours.
How do you put a software development budget together before you get quotes?
Three lines, in this order. It takes 10 minutes and it makes every quote you receive comparable. If you want the first line answered for you, the software development cost calculator picks the tier from six questions about scope.
- Pick the tier from the scope, not the other way round. 1 role and one core workflow → Lean ($15k–$22k). 2 roles, admin, payments or 2 integrations → Standard ($22k–$35k). 3 roles, billing, notifications, reporting → Full ($35k–$50k). Anything with a compliance programme, legacy integration or many roles is an enterprise budget — use the large/enterprise column above.
- Apply the phase split to check the quote you receive. If engineering is under half, ask what was left out. If design is under 15%, ask who is doing it — and whether the same people build. If there is no QA or handover line, add 10–15% yourself.

How can you reduce software development cost without paying for it later?
- Cut scope, not QA. Removing a role or an integration removes real weeks. Removing testing moves the cost into production, where it is more expensive and it is your customers who find it.
- Ship in phases. Monterail's advice too: validate the core with a first version before funding the secondary features. It also keeps the first cheque inside a fixed tier.
- Buy the commodity layers. Auth, email, payments, storage, monitoring. Their fees are in the hidden-cost table; the engineering weeks they save are worth more.
- Insist on one team for design and engineering. The handoff between vendors is the cost line no guide itemises, because it hides inside “engineering”.
- Get the scope in writing and the price fixed against it. Then the only way the number moves is a decision you make.
